~ Spokane Mayor Declares Emergency to Address Growing Homelessness Crisis

In response to the increasing demand for safe and accessible spaces for the homeless population, Spokane Mayor Lisa Brown has issued an emergency declaration to expedite the implementation of the H.O.M.E. Starts Here Initiative. The declaration, which was announced today by Communications Director Erin Hut, will allow the city to bypass its standard contracting process and quickly allocate funds where they are needed most.

With the recent implementation of the "Safe and Accessible Spaces" ordinance and the expected lapse of SNAP benefits, Mayor Brown recognizes the urgent need for additional resources to support those experiencing homelessness. The emergency declaration will enable the city to fund 50 additional shelter beds, expedite eviction prevention contracts, and provide mobile medication-assisted treatment for individuals in need.

This move builds upon Spokane's coordinated approach to reducing homelessness, which includes initiatives such as the housing navigation center, scattered site shelters, and expanded street outreach. It also aligns with a recently adopted enforcement ordinance that gives officers more tools to encourage compliance with public space laws while offering paths to shelter and services.

In addition to these efforts, the City of Spokane is also anticipating designating new encampment resolution sites in the coming weeks. "As we begin enforcement of the 'Safe and Accessible Spaces' ordinance, we need to increase capacity of places where people can go," said Mayor Brown. "The looming threat of SNAP benefits ending also means that many in our community are going to have to choose between food or rent. This emergency declaration ensures we have flexibility to respond quickly, keep people safe and sheltered, and maintain our focus on connecting people to services and housing."

Councilmember Shelby Lambin echoed this sentiment, stating that "one in five Spokane County residents rely on SNAP benefits" and a lapse in funding would be devastating for many families. She also emphasized the importance of taking action at both local and federal levels by introducing a resolution with Mayor Brown urging the government to restore and expand SNAP assistance.

In addition to these measures, Mayor Brown is also establishing a new community program that will allow members of the public and business community to donate directly to housing and other resources for those who are homeless or at-risk of becoming homeless. Similar to the "Give Real Change" program introduced by the Condon Administration, donations can be made through utility bills, online e-payments, or by calling 3-1-1.

As the city works towards addressing the growing homelessness crisis, Mayor Brown and her team are committed to finding innovative solutions and collaborating with community members to make a positive impact.
