~ During the upcoming legislative session on Monday, October 27, 2025, the Spokane City Council will vote on the "Safe and Accessible Spaces" ordinance. This decision comes after the ordinance was discussed and briefed at Monday's Public Safety and Community Health Committee meeting. The council has also suspended the rules to include this ordinance on tonight's agenda.
If passed, the ordinance would grant Spokane Police Department (SPD) officers the discretion to offer services to willing suspects or cite violators. Repeat offenders would face increasing consequences for their actions. The legislation would make camping and obstruction on all public property, including right-of-way and entrances/exits to private property, illegal.
