~ Spokane City is set to undergo a major infrastructure upgrade in the northwest area, specifically between Assembly St. and Rifle Club Rd. The project, which will begin on Monday, July 7th, is expected to impact traffic on west Francis Ave./Highway 291 and north Assembly St. Motorists are advised to plan ahead, allow for extra time, and follow detours.
According to Kirstin Davis, Communications Manager for Public Works, the project aims to install a new water transmission main from the Low Water Pressure System to the Northwest Terrace Water Pressure System. This will not only improve water reliability but also support future growth in the city. The project is part of a larger initiative to enhance water, sewer, stormwater, and traffic infrastructure in the area.
The project will be completed in three phases, with phase one starting at the junction of Francis Ave./Hwy 291, Assembly St., and Driscoll Blvd. From there, it will move west towards Rifle Club Rd., with residential street and intersection closures along the way. The entire project is expected to be completed by November 2025 at a cost of $3.25 million.

To ensure smooth progress of the project, motorists can expect temporary traffic signals at the intersection of Francis Ave. and Assembly St., rerouting and slowing down traffic flows. Additionally, Northbound Assembly St. will be closed between Rowan Ave. and Francis Ave./Hwy 291 while Southbound Assembly St. will be closed between Francis Ave./Hwy 291 and Rowan Ave.
A noise variance has been put in place to allow work to be done between 6 a.m. and 6 p.m., Monday through Saturday.
As the project progresses into phase two and three, lane and street closures can be expected on N. Royal Dr., W. Lyons Ave., W.Woodside Ave., N.Rifle Club Rd., and N.Old Fort Dr. To help drivers navigate through these closures, a traffic alert map has been provided by the city.
The City of Spokane urges motorists to slow down and follow all traffic rules for everyone's safety. They also encourage the community to support local businesses that may be impacted by this necessary work.
