~ Spokane City Announces 2026 Inclement Weather Sheltering Plan
The City of Spokane's Community, Housing, and Human Services Department (CHHS) has released its 2026 inclement weather sheltering plan, months ahead of the September 30 deadline. This plan is required by the Spokane Municipal Code to address emergency weather shelter needs for unhoused individuals and families in the coming year.
According to Erin Hut, Communications Director for the city, this year's plan includes a budget of $1,000,000 to support inclement weather life safety measures. It also reflects new heat index activation requirements that were set by the City Council in July 2025.
Due to funding limitations, the city will not be providing temporary or pop-up shelter locations as it has done in the past. Instead, based on the success of last year's plan, they will be seeking expanded capacity within existing programs. This approach is not only cost-effective but also utilizes local partner expertise and encourages community support for inclement weather sheltering needs.
In line with the 2026 plan, CHHS has issued a Notice of Funding Availability and is currently accepting applications from homeless service providers. The city will prioritize providers that can offer more than 10 additional beds during inclement weather, provide transportation for clients accessing surge capacity, and have experience with emergency shelter operations. The deadline for applications is July 31 at 8:00 p.m.

Mayor Lisa Brown expressed her satisfaction with this year's plan stating, "For the first time ever, we not only have a clear and comprehensive plan in place but we're also opening applications months ahead of schedule." She also acknowledged that when she took office there was no coordinated plan in place but they still managed to respond effectively last year. Brown credits CHHS for their hard work over the past year and a half in building strong and proactive systems to prepare for inclement weather.
Dawn Kinder, Director of Neighborhoods, Housing and Human Services, also expressed her gratitude for the funding and the strong partnerships with local service providers. She stated, "These partners consistently step up to meet the need and support our community when it matters most."
