Chief Kevin Hall Spokane Police Department

June 13, 2025

To the Spokane Community,

In the interest of transparency and accountability, I want to provide the community with an important update regarding the events that occurred on Wednesday evening. As part of our ongoing after-action review, I have learned that some Spokane Police Department officers did deploy foam projectiles and bean bags. I want to be clear—these are classified as less-lethal tools and are not rubber bullets.

From the information we currently have, these tools were used in response to assaultive behavior. We are still reviewing the full context of these interactions, and unless new details come to light, the actions taken appear to align with our use-of-force guidelines.

I want to acknowledge that I did not have this information available during Wednesday night's press conference. I shared what I knew at the time, and I regret not being able to give a more complete picture in that moment. I'm committed to correcting that now.

The Spokane Police Department will continue to uphold everyone's Constitutional rights while working to preserve peace and protect public safety for all members of our community

Sincerely,

Police Chief, Spokane Police Department
