Spokane: Domestic Violence Suspect Arrested for Multiple Felonies

~ Spokane Police have apprehended 31-year-old Carlos Barrios after a tense standoff in north Spokane on Monday afternoon. Barrios is facing multiple felony charges related to domestic violence.

According to Sgt. Teresa Fuller of the Public Information Office, the incident began around 11:30am when police received a call about a domestic violence situation in the 7000 block of north Wiscomb. The caller reported that Barrios was at the location and preventing the victim from leaving, despite there being a valid order prohibiting him from being there.

Upon arrival, officers made entry into the residence based on the information provided to them. They were able to locate and safely remove the victim from the house, but Barrios retreated to the basement and refused to comply with police commands.

In response, additional resources were called in including SWAT, the Hostage Negotiation Team (HNT), and the Air Support Unit (ASU). Despite attempts by HNT to communicate with Barrios, he remained unresponsive. Eventually, a drone was deployed into the basement and located Barrios. Chemical agents were then used in an attempt to coax him out.

After several minutes, Barrios emerged from the basement armed with multiple weapons. SWAT officers utilized less lethal tactics and were able to take him into custody just after 2:00pm. Medical personnel responded to treat Barrios on scene before he was booked for first degree kidnapping related to domestic violence, second degree assault related to domestic violence, residential burglary related to domestic violence, felony violation of a domestic violence protection order, and second degree malicious mischief for damaging a police drone.

The standoff caused significant disruption in the neighborhood as roads were closed off and residents were advised to stay indoors for their safety. However, thanks to swift action by law enforcement and successful de-escalation tactics by SWAT officers, no one was injured during this incident.
