~ During Monday night's Legislative Session, the Spokane City Council made a significant decision to approve the "Safe and Welcome in Spokane" ordinance. This new measure, which was proposed by Council Member Paul Dillon, expands protections against warrantless searches by immigration enforcement in designated non-public areas.
Lisa Gardner, the City Council Communications Director, stated that this initiative directly addresses safety concerns raised by residents and employees regarding security, accessibility, and the protection of city assets. The ordinance specifically applies to public rights of way that are not generally accessible to the public or where access is temporarily restricted, such as during a permitted special event requiring explicit authorization.
Council Member Dillon expressed his support for the ordinance, stating that it reaffirms the city's commitment to creating a community where everyone feels safe and respected. He emphasized that this measure not only protects the rights of residents but also ensures that non-public areas remain accessible without fear of unwarranted immigration enforcement. He further added that this is about standing together as a city and fostering an environment of trust and safety for all.

This new ordinance builds upon Ordinance C35681, which was passed in 2018 and established rules to prevent warrantless entry by federal immigration officials onto City property. However, it did not apply to public rights of way or cover ticketed events held on these areas. With increased efforts by federal immigration officials to identify, detain, and arrest individuals they believe are unlawfully present in the country, this amendment was necessary.
The original ordinance failed to pass as an emergency but was later amended and reintroduced amid increased enforcement by federal immigration authorities locally. This has been especially evident following recent civil unrest and protests on June 11th, 2025.
