~ During Monday's Legislative Session, the Spokane City Council voted 5-2 in favor of resolution 2025-0031, which authorizes the relocation of the John R. Monaghan Monument from its current location in the city's public right-of-way. This decision was made after extensive community engagement and a recent focus on improving street safety for pedestrians and bicyclists, particularly in downtown Spokane.
According to Council President Betsy Wilkerson, who co-sponsored the resolution, she is grateful that an agreement has been reached between the Monaghan family and the community. She also emphasized the importance of acknowledging shared history from different perspectives without erasing anyone's story.
City staff have been in communication with members of the Monaghan family, resulting in a mutual commitment to relocate the monument. The Fairmount Memorial Association has agreed to accept its relocation.

Council Member Kitty Klitzke, another co-sponsor of the resolution, expressed her support for promoting new and safe traffic designs that accommodate all modes of transportation. She also noted that discussions about the monument began before she joined the council but she was pleased to be a part of this resolution.
The John R. Monaghan Monument currently stands as a tribute to a member of Gonzaga University's first graduating class and Washington state's first attendee at the United States Naval Academy. However, it has been recognized that the language used in its dedication no longer aligns with today's values and beliefs.
Council Member Paul Dillon thanked the Spokane Human Rights Commission, residents, and city staff for their thoughtful engagement in this multi-year effort. He stressed the importance of listening to impacted communities and following their lead by taking steps to right historical wrongs.
The relocation of the John R. Monaghan Monument is seen as a positive step towards creating a more inclusive and respectful community for all residents of Spokane. The City Council hopes that this decision will pave the way for further progress towards acknowledging and addressing historical injustices.
