~ The City of Spokane and Spokane County have issued a joint request for proposals seeking to coordinate regional funding for homelessness, housing, operations and human services.

The process combines funding sources in one application, with shared review and scoring criteria and a joint committee. The jurisdictions say the approach is intended to reduce barriers for service providers, improve accountability and outcomes, and support equitable access to resources.

About $40 million is available for projects under two-year contracts. Funding sources include the Consolidated Homeless Grant, Homeless Prevention, Emergency Solutions Grant, Document Recording Fees, Housing and Essential Needs, and the Human Services Grant.

Eligible projects include emergency and day sheltering, homelessness prevention, rapid rehousing, street outreach, permanent and transitional housing, and coordinated entry.

"This is a big step forward for our community members in need, our providers, and our region as a whole," Spokane Mayor Lisa Brown said. She said the joint process would streamline applications, distribute funding more equitably and help ensure funds are used effectively.

Spokane County Commissioner Chris Jordan said homelessness is a regional crisis that requires a coordinated response. He welcomed the partnership as a way to seek better outcomes across the community.

Zeke Smith, president of the Waters Meet Foundation, praised the collaboration on behalf of the Safe & Healthy Spokane Task Force conveners. He said the joint RFP could help funders and providers serve people more efficiently and advance efforts to strengthen housing options.

The RFP is available on the city and county websites. Applications are due Jan. 8, 2027. The committee is expected to make funding recommendations by February, with approvals and contract negotiations planned for April. Contracts are scheduled to begin July 1, 2027.
