City of Spokane Launches Residential Light Program

~ Spokane, WA - The City of Spokane has announced the launch of a new program aimed at increasing safety and visibility in residential neighborhoods. Using the remaining funds from the American Rescue Plan Act (ARPA), the city will be offering free solar-powered, motion-detecting lights to property owners.

The program, called Spokane Safe and Bright Residential Light, was created to address the issue of unlit areas in neighborhoods such as alleys, sidewalks, and public walking spaces. Councilman Michael Cathcart, who played a key role in securing funding for the program, stated that this issue came to his attention during his first campaign for city office in 2019.

Cathcart believes that this program is a smart and targeted investment in neighborhood safety and quality of life. "Helping residents improve lighting around their homes, particularly in underlit areas of our neighborhoods, is a practical step that can deter crime while supporting families and making Spokane feel safer and more welcoming," he said. He also emphasized that this is a responsible use of federal recovery dollars that will produce real and visible results for people across the city.

The installation of these free residential lights is expected to increase visibility and proactively reduce crime. The city recommends installing the lights in alleys, sidewalks, or public walking areas.

So who can request these lights? According to Erin Hut, Communications Director for the City of Spokane, those eligible must own a residential property within city limits. Renters who are interested in participating are encouraged to provide information about the program to their landlords.

To request a light, applicants must create an account or log into their existing 311 Spokane account - which is used to pay utility bills - on my.spokanecity.org/account via web browser. Once logged in, they can visit the Residential Light form page to request their pass. Upon approval, applicants will receive a confirmation number which they can use to pick up their light at the Spokane 311 Customer Service counter on the first floor of City Hall. Lights can be picked up Monday through Friday between 8:00 a.m. and 5:00 p.m., with the exception of select holidays.

It's important to note that the Spokane Safe and Bright program provides one light per residence and will only be available while supplies last. For more information, interested individuals can visit the program's website. This initiative is just one of many ways that the City of Spokane is utilizing ARPA funds to support its community and promote safety and well-being for all residents.
