A U.S.-founded accreditation system has, for decades, allowed foreign powers, corporate conflicts of interest, and regulatory capture to erode America's safety, quality, and public trust. At the center of this network is the American National Standards Institute (ANSI) and its wholly controlled partner, the American National Accreditation Board (ANAB), which merged in 2018.

Chinese Control Over IAF (2015–2021)

From 2015 to 2021, the International Accreditation Forum (IAF) was handed over to a Communist Chinese national who has been involved with global quality including USA since 1995 Xiao Jianhua, mandated under China's National Intelligence Law (Article 7) to collect and transmit data. This law compels Chinese nationals and organizations to share any data requested by the government, raising serious concerns about the integrity and security of global accreditation systems.

Pamela Sale's Damning Deposition

In a 2017 sworn deposition, Pamela Sale, Vice President of Laboratory Accreditation for ANSI–ANAB, admitted: "One of the issues is that there is no commonly agreed-upon set of standards that forensics labs around the country must follow. Instead, there are informal guidelines that labs can choose to follow or not." Sounds like an admission of Wuhan China's failure.

Timeline of Systemic Failure
  • 2002 – Boeing issued supplier bulletins NADCAP (National Aerospace and Defense Contractors Accreditation Program-Performance Review Institute) demanding ANSI–ANAB accreditation while avoiding AS9100 certification. (1) Boeing called out ANSI-ANAB on their supplier bulletin-July 2002. (2) Boeing called out ANSI-ANAB on their supplier portal where suppliers would go to find out requirements to become a supplier for Boeing (3) ANSI–ANAB website and webpage- Management System Accreditation Council, where Boeing sat with others who had authority to grant, suspend, or withdraw certifications.

"How could Boeing sit on the Management System Accreditation Council and hold the power to grant, suspend, and withdraw certifications when it did not hold AS9100 itself for 22 years? This is blatant FRAUD! — to you, the manufacturer-supplier, and to the flying public," Guberman stated.

ANSI-American National Standards Institute & ANAB-American National Accreditation Board (ANSI took over complete control of ANAB in 2018) ANSI-ANAB founded IAF (International Accreditation Forum incorporated in Delaware- its sister organization in Australia is ILAC- International Laboratory Accreditation Cooperation) IAF& ILAC are associations of accreditation bodies national and international equivalent to ANSI-ANAB who are their underwriters. This means any systematic or product failure falls on ANSI-ANAB.
  • 2003 – Boeing and ANSI–ANAB mandated supplier registration in OASIS Online Aerospace System Information Systems run by the IAQG International Aerospace Quality Group who are members on ANSI-ANAB board, enforcing fees and data submission. If a Company refused to join or pay database fees their certification would be taken away.

  • 2009 –Boeing became an FAA agency, gaining authority to self-certify aircraft, new designs, and technologies — including the MCAS system, linked to two crashes and over 300 deaths. Certain Boeing employees were designated dual Boeing/FAA inspectors, yet paid by Boeing. The CEO at the time was effectively an FAA administrator. After the crashes 2018-2019, the FAA admitted they never allow manufacturers to police themselves or self-certify — yet Boeing did this for a decade," Guberman said. https://avweb.com/news/faa-grants-boeing-more-autonomy-on-certification/

  • 2015–2021 – IAF leadership controlled by a Chinese national Xiao Jianhua under National Intelligence Law Article 7. Which means any Chinese national is mandated to take critical data "cybersecurity" issues

  • 2017- Xiao Jianhua Chairman of IAF since 2015 was also the Chief Executive of the China National Accreditation Services in Beijing. CNAS was the organization that accredited the ill-prepared Wuhan Institute of Virology (WIV), which operates a BSL-4 (Biosafety Level 4) laboratory—the highest level of biological containment. In early 2017, CNAS issued a certification to the WIV lab despite U.S. and international concerns about technician training, staffing and safety. A delegation of American scientists visited the WIV between 2017 and early 2018 and confirmed the lab lacked enough highly trained technicians to safely manage high-contagion agents.

  • 2017 – Pamela Sale revealed lack of Laboratory standards (look at Wuhan).

  • 2002–2024 – Boeing continued "paper compliance" audits.

  • 2024–In June 2024, Elizabeth Lund, Vice President of Quality (retired December 2024) for Boeing, told Reuters:

"Boeing is willing and prepared to obtain an AS9100 certification—an internationally recognized aerospace standard."

She added that Boeing Commercial had been "compliant" with AS9100 for years—despite never holding actual certification.

This was not a correction—it was a corporate confession that Boeing built an illusion of quality using self-declared compliance, enabled by ANSI–ANAB, and overlooked by U.S. regulators.

"Compliant" Is not "Certified"

"Being 'compliant' without being certified is like a restaurant claiming it follows the health code, but refusing inspection," says Guberman.

June 2024 Boeing's attempt to pursue AS9100 certification through ANSI-ANAB—the very body it mandated in its July 2002 supplier bulletin and referenced on Boeing's Supplier Portal for suppliers seeking approval—while sitting on ANSI–ANAB's Management Systems Accreditation Council (MSAC) can grant, suspend, and withdraw certifications creates a direct conflict of interest. Any use of IAF or ILAC national and international equivalents does not legitimize the certification. After 22 years of evading compliance, any AS9100 or related certificate tied to Boeing or ANSI–ANAB cannot be relied upon and holds no legitimate value.

Even more disturbing, ANSI- ANAB also host and serve major U.S. federal agencies as both board members and paying customers, including:
  • The Department of Justice (DOJ)
  • The Department of Homeland Security (DHS)
  • The U.S. Department of Commerce-NIST (DOC)
  • The Food and Drug Administration (FDA)

Final Thought

Boeing colluded since July 2002 with ANSI who fully took over ANAB in 2018. Since then, oversight has become an echo chamber—big companies approving each other's work. In concert with federal agencies turning a blind eye to this.
