With 70% of eighth graders below NAEP proficient in reading and employers sounding the alarm about critical workplace skills, a Birmingham literacy nonprofit is taking action starting with children ages 10–15.

BIRMINGHAM, Ala. - Washingtoner -- What if a thrilling adventure story could spark a lifelong love of reading while helping children discover hidden talents, practical skills, and exciting career possibilities?

On October 20, North Shelby Library becomes the first library in the nation to launch Story Quest, an innovative literacy and workforce development program created by Birmingham nonprofit Books That Build Skills.

Built around Loxley Browne's seven-book Charms Book Series, Story Quest combines adventure reading with hands-on projects, STEM challenges, games, and career exploration for children ages 10–15.

Why This Matters Now

America faces a growing literacy and workforce readiness crisis.

According to the 2024 National Assessment of Educational Progress (NAEP):
  • 40% of fourth graders scored below NAEP Basic in reading.
  • Only 1 out of 3 of eighth graders reached NAEP Proficient or higher in reading.
  • 32% of high school seniors scored below NAEP Basic in reading, the highest percentage ever recorded.
Workforce research is equally concerning:
  • 39% of 15-year-olds are uncertain about future career expectations (OECD).
  • 96.1% of surveyed employers consider communication and critical thinking very or extremely important (NACE).
  • Only 53.5% consider recent college graduates highly proficient in communication (NACE).
Workforce development shouldn't begin with a first job application. It should begin years earlier, when children develop communication, critical thinking, collaboration, and problem-solving skills employers need. Story Quest introduces these abilities through engaging adventures, connecting reading with real-world careers.

"We have to get kids reading, but we also have to give them a reason to read," said Loxley Browne. "Story Quest connects the adventure of a great book with skills they can use in everyday life and careers they may never have considered. We're starting in Birmingham, but this is a national challenge that requires a national response and support."

Where Adventure Meets Learning

Each Story Quest Kit includes 50 books, discussion guides, games, STEM/STEAM projects, and career exploration activities. Students develop communication, finance, project management, and problem-solving skills while bringing stories to life.

Complete kits are available through participating libraries at no checkout cost for teachers, homeschool groups, churches, youth organizations, and book clubs.

Five Birmingham-area businesses sponsor North Shelby Library's launch: Ridgeline Realty, Engineers of the South, Avila Entertainment Group, Brown Lumber & Building Supply, and Brother Buird's Plumbing.

From Birmingham to Communities Nationwide

North Shelby Library marks the beginning of a national movement. With San Diego and Dallas joining the rollout, Books That Build Skills is uniting libraries, educators, and employers to develop stronger readers and tomorrow's workforce.
