~ Spokane City leaders are taking the next steps in their H.O.M.E. Starts Here initiative, which aims to address issues of homelessness and public safety in the city. Mayor Lisa Brown, Councilmember Zack Zappone, and Police Chief Kevin Hall will be introducing the next phase of engagement and enforcement through a series of events this week.
On Monday, the Public Safety meeting will serve as a platform for city leaders to announce their plans for scaling up resources. This will include the launch of a daytime navigation center and a new coordinated street outreach team. These efforts are aimed at ending public camping and open drug use in Spokane.
During a press conference on Tuesday, Mayor Brown, Councilmember Zappone, Chief Hall, and community partners will discuss the recommendations for updating the engagement and enforcement ordinance. These recommendations have been developed in collaboration with community and business partners, as well as the Spokane Police Department.

According to Mayor Brown, this work is about finding balance between compassion and accountability. She stated, "We want outreach to people in crisis. We also want public camping and open drug use to end, for the sake of people who are living outside and struggling, and for our collective sense of safety."
Councilmember Zappone echoed this sentiment by saying that the community deserves both compassion and accountability. He believes that by updating the engagement and enforcement ordinance, they can achieve both goals while creating a system that connects resources to those who are ready for them.
Police Chief Hall emphasized the need for more discretion when it comes to issuing citations or making arrests. He stated that updating the ordinance will align with their new street outreach model and day services launched this week. This will provide places for individuals to connect with resources while also holding accountable those who refuse to comply with the law.
