~ Spokane, WA - Today marks a significant milestone for the city of Spokane as it commemorates the 20th anniversary of the tragic death of Otto Zehm. The event, which shook the community to its core, continues to spark conversations about justice, accountability, and public trust.

Otto Zehm was a beloved son, family member, friend, and coworker whose life was cut short in an encounter with law enforcement. This incident raised serious questions about the use of force tactics and the responsibility to protect all members of the community, especially those who are most vulnerable.

In response to this tragedy, the City of Spokane and its Police Department underwent significant reforms. These included improved training programs such as Crisis Intervention Training and the creation of the Behavioral Health Unit. The professionalism within the department was also deepened as a result.

One crucial step in rebuilding community trust was the establishment of the Office of Police Ombuds. This independent oversight body has played a vital role in holding law enforcement accountable and strengthening relationships between SPD and the community.

Over the years, SPD has continued to prioritize ongoing training and improvement efforts. This includes implementing Enhanced Crisis Intervention Training, reviving Neighborhood Resource Officers to strengthen neighborhood relationships, and launching the Dialogue Policing Program in 2024.

The relationship between SPD and OPO has also grown stronger over time through intentional efforts from officers, SPD leadership, and dedicated employees and commissioners at OPO. Chief Hall even traveled with OPO for national training on civilian oversight.

Thanks to overwhelming support from Spokane's voters, funding for OPO has increased through the Community Safety Sales tax passed in 2024. However, on this somber anniversary, it is essential to remember that building community trust is an ongoing process that requires transparency and respect for all individuals.

Today and always, Otto's memory is honored by reaffirming a commitment to serving all members of Spokane's diverse community and ensuring that the city remains a safe place for everyone.
