Spokane: SPD Responds to Social Media Video of Arrest

~ On May 18th, the Spokane Police Department responded to a call of a person with a weapon who was threatening and spitting at a security guard in the area of McLellan and 2nd Ave. Upon arrival, the officer learned from the guard that the same person had thrown an apple at someone riding a scooter, nearly hitting them in the head. When the guard told him to stop, he became aggressive and moved towards her. The guard then pulled out her baton and told him to get back.

At this time, another call came in that a man fitting the description of the subject was assaulting multiple people a block away. The officer headed that direction and encountered him, informing him he was being detained and to comply. The subject was non-compliant and made a motion with his arm that appeared as though he was going to throw a punch at the officer. The officer then attempted to detain him as he continued to struggle and tried to fight with the officer.

The Spokane Police Department has provided body worn camera video links of this portion of the call for service as well as a link to the entire call including interviews with witnesses. The video shows that when attempting to detain him, the officer used a ground control technique where his head is held into their body while also maintaining control of his arm without touching his neck in an effort to transition into cuffing position. After stating he was "done" and relaxing slightly, they were able to roll him over and place him in handcuffs although he continued struggling while being handcuffed, attempting to grab their hand and twist it.

Allonzo M. Paige – 30 – was arrested for 3rd degree assault, 4th degree assault, and obstructing a law enforcement officer before being booked into Spokane County Jail.

The Spokane Police Department has stated that body worn cameras often provide an important perspective on incidents officers encounter each day which can be valuable in understanding circumstances leading up to an arrest as well as any resistance encountered by officers during such encounters.
