~ Spokane Mayor Lisa Brown has put forth a new proposal that aims to simplify the process of establishing daycare and childcare facilities in the city. The proposal, which was announced by Communications Director Erin Hut, would remove certain barriers and allow for easier access to childcare services.
Currently, the City of Spokane requires a costly conditional use permit process for those looking to open childcare centers in certain residential zones. However, under Mayor Brown's proposal, this requirement would be eliminated and childcare centers would be allowed outright in all residential and commercial zones across the city.
The proposed legislation is based on Senate Bill 5509 and is being introduced early in hopes of addressing the growing demand for childcare in Spokane. According to Mayor Brown, this proposal is about removing roadblocks and supporting those who want to provide a solution to the issue of affordable childcare.

Colleen Condon, CEO of Lilac City Early Learning Center, also expressed her support for the proposal, stating that it is a critical step towards building a childcare infrastructure that supports families, workforce, and economy in Spokane. She believes that by removing zoning barriers, the city is making it easier for providers to meet the urgent need for care in every neighborhood.
The need for accessible and affordable childcare was also highlighted by Councilmember Zack Zappone who shared his own struggles with finding suitable care for his family. He thanked Mayor Brown for proposing this new tool that will make it easier for families to work and contribute to the local economy.
Councilmember Paul Dillon echoed similar sentiments as he spoke about his experience as a father trying to find childcare in Spokane. He expressed gratitude towards Mayor Brown's leadership in moving forward with this policy and their joint commitment towards accessible childcare.
The proposal has been sponsored by Councilmembers Zappone and Dillon and will be introduced at the Monday, July 28 Finance Committee meeting. If passed, it could potentially have a significant impact on improving access to affordable childcare services in Spokane.
