Spokane: Man Arrested for Indecent Exposure

~ On May 22, 2023, Spokane police officers responded to a park in West Central Spokane after receiving multiple 911 calls about a male openly masturbating. Upon arriving at the scene, officers identified the suspect as 45-year-old Charles Simpson.

Investigation revealed that Charles had approached a 17-year-old female who was walking with two young children in the park and exposed his genitals before making vulgar comments and following her around. Shortly after, a school bus arrived to drop off approximately 30 students and Charles sat down on a bench nearby and began masturbating as children walked past.

Officers developed probable cause to arrest Charles for felony Indecent Exposure and Stalking with Sexual Motivation. Additional charges may be pending. It is worth noting that Indecent Exposure is typically a misdemeanor which becomes a gross misdemeanor if the victims are under 14 years of age and a felony if the suspect has two prior convictions - of which Charles has 3 felony and 2 misdemeanor convictions for Indecent Exposure. He also has 8 total felony convictions and 2 additional cases for felony Indecent Exposure pending in the court system from 2022.

The Spokane Police Department believes there may be additional victims or witnesses to this incident and encourages them to call Crime Check (509-456-2233) referencing SPD Case #2023-20098199.
