~ On June 27th, 2024 at 1:38pm, the Spokane Police Department (SPD) received a call about a domestic disturbance in the 3900 block of South Cuba Avenue. The call was made to 911 and reported an altercation between family members. Responding officers arrived at the scene and conducted interviews with those involved.
After conducting their investigation, officers determined that there was probable cause to arrest 18-year-old Andrew L. Focher Jr. for 4th Degree Assault and 2nd Degree Malicious Mischief, both of which are related to domestic violence. Focher was taken into custody and preparations were made to transport him to the Spokane County Jail.
However, during the transport, Focher became agitated and began kicking the back door of the patrol vehicle with such force that it caused extensive damage. In order to prevent further damage, officers stopped the vehicle and prepared to place Focher in a WRAP restraint system.

As they were attempting to restrain him, Focher assaulted one of the officers by kicking him. Eventually, officers were able to safely restrain Focher and complete the transport to the Spokane County Jail.
Focher was booked on multiple charges including 4th Degree Assault and 2nd Degree Malicious Mischief related to domestic violence, as well as additional charges of 1st Degree Malicious Mischief, 3rd Degree Assault, Resisting Arrest, and Obstruction.
Photos related to the incident have been released by Officer Daniel Strassenberg from the Public Information Office. The first photo shows extensive damage done to the back door of the patrol vehicle while the second photo captures Focher being restrained by officers.
