Spokane: City Creates Reduced Utility Rates for Micro-Sized Living Units

~ Spokane City to Introduce New Utility Rates for Micro-Units, Providing Savings for Low-Income Housing

In an effort to support low-income housing in Spokane, the City will be implementing new utility rates for very small apartments, known as "micro-units," starting in November. These qualified micro-units will only have to pay 60 percent of the multi-family rates for sewer service and water-wastewater capital infrastructure, resulting in an average savings of $28 per month per unit.

According to Erin Hut, Communications Director for the City of Spokane, this change is a strategic and smart way to address the need for affordable housing in the area. Mayor Lisa Brown also expressed her support for the new rates, stating that they will benefit both residents and developers.

The decision to create a separate class of customer for micro-units was based on consumption data which showed that these units typically use less utility services than traditional-sized apartments. With Mayor Brown's recommendation, the Spokane City Council approved this change as part of their efforts to update utility rates for 2027 and 2028.

Developments with micro-units will now have the option to register for the reduced rates during the permit process. However, if an apartment complex has both micro-units and traditional-sized units, they will be charged the applicable rate for each type of unit.

A micro-unit is defined as an apartment with 350 square feet or less of space, including a bathroom and cooking area. These units are often designed to serve individuals with lower incomes and can be found in redeveloped buildings in downtown Spokane.

Existing properties with micro-units will need to provide information about their units in order to receive the reduced rates. Property owners can call Spokane 311 to begin this process.
