~ During Monday's Legislative Session, the Spokane City Council voted to approve and adopt a new ordinance that will allow residents to temporarily close non-arterial streets for recreational use and community gatherings. The ordinance, titled "Play Streets & Neighborhood Block Party Program," was added as a new section to the Spokane Municipal Code (SMC) 16A.84.090.
According to Lisa Gardner, the City Council Communications Director, this new ordinance aims to promote safer neighborhoods and community-oriented engagement through active neighbor involvement and connection. Council Member Kitty Klitzke expressed her support for the ordinance, stating that "true safety begins with knowing your neighbors." She believes that this initiative will provide a unique opportunity for residents to come together and create a supportive network that enhances their collective well-being.

The Play Streets ordinance is set to launch in June and will run through Halloween. Residents who wish to close a non-arterial street for a play street or block party will be required to obtain a special event permit. However, the city has waived permit and application fees for any play street or block party that is free and open to the public, takes place on a non-arterial street no greater than one block, does not include an intersection, and does not require traffic control personnel.
With the passing of this ordinance, the City of Spokane will develop program policies and procedures consistent with this section. This initiative is expected to bring communities closer together while promoting safety and well-being in neighborhoods across the city.
