GUBERMAN ANOMOLY-BOEING SYSTEMIC ISSUES
Boeing sat on ANAB's accreditation committee from 2014–2024 while ANAB falsely claimed "underwriter" status in a federal contract 2018— triggering a global collapse in certification integrity across all industries.

EVERETT, Wash. - Washingtoner -- The GUBERMAN Anomaly has exposed a structural fraud embedded in U.S. State Department Contract No. 19AQMM18R0131, where the American National Accreditation Board (ANAB) falsely claimed:

"ANAB is an underwriter for the International Accreditation Forum (IAF)."

No such role exists. No IAF or ILAC governance document grants "underwriter" authority. Yet ANAB inserted this language into a federal contract — and Boeing, from 2014 to 2024, sat on ANAB's Management Systems Accreditation Committee, the same body empowered to grant, suspend, or withdraw certifications from suppliers.

This is the largest accreditation‑based misrepresentation ever documented in a federal record.

WARNING TO SUPPLIERS

Your certificate is a FRAUD.

You were forced into a system governed by a body that misrepresented its authority.
Your registrar never disclosed the truth.

Between 2015 and 2021, global oversight was chaired by a Chinese national Xiao Jianhua bound by China's National Intelligence Law, Article 7 to extract information.

You were watched over by Communist China — and no one warned you.

BOEING'S 2002 SUPPLIER BULLETINS — THE FORCED ALIGNMENT WITH A FRAUDULENT ACCREDITATION BODY

In April and July 2002, Boeing issued supplier bulletins that permanently altered the global aerospace supply chain:

April 2002 — Boeing Forces NADCAP

Boeing warned suppliers they would be removed from the approved list if they did not obtain NADCAP accreditation.

Boeing itself held no NADCAP accreditation.

July 2002 — Boeing Mandates AS9100 Accredited by ANAB
Boeing required suppliers to obtain AS9100 certification accredited by ANAB (American National Accreditation Board).

This mandate forced thousands of suppliers — domestic and international — into the ANAB/IAF/ILAC accreditation structure.
Yet Boeing:
  • Never held AS9100
  • Never appeared in OASIS
  • Built more than 12,000 commercial aircraft and 400+ military aircraft in an uncertified environment
  • Sat on ANAB's Management Systems Accreditation Committee from 2014–2024
In 2026, AS9100 transitioned to IA9100, but the underlying contradiction did not change:

BOEING'S ROLE INSIDE ANAB — THE MOST DAMNING CONTRADICTION


From 2014 to 2024, Boeing held a seat on ANAB's Management Systems Accreditation Committee, the same committee empowered to:
  • Grant certification
  • Suspend certification
  • Withdraw certification
And yet — in unavoidable, permanent fact:

BOEING WAS UNCERTIFIED.

BOEING DID NOT HAVE AS9100.

BOEING DOES NOT HAVE IA9100.

THE ANALOGY THAT DEFINES THE ENTIRE SCANDAL


"This is the equivalent of an UNLICENSED surgeon sitting on the medical board that approves, suspends, and revokes surgical licenses — while performing operations without ever being certified."

If a surgeon without a license sat on the board that governs surgeons, the entire medical system would collapse.

That is exactly what Boeing did.

Boeing:
  • Did not have AS9100
  • Does not have IA9100
  • Never appeared in OASIS
  • Built aircraft in an uncertified environment
  • Sat on ANAB's accreditation committee for a decade
  • Forced suppliers into ANAB accreditation
  • Aligned itself with an accreditation body that committed a federal‑contract fraud

This is not a contradiction.

This is a catastrophic failure of oversight, governance, and integrity.

THE GLOBAL FRAUD LOOP — STILL LIVE ONLINE

ANAB is still listed as an "underwriter" on:
  • A laboratory website
  • A technical journal

Both state:

"ANAB is an underwriter for the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC), providing documentation recognized by government agencies from a number of participating nations."

This language remains active today, even after the 2026 merger of IAF and ILAC into GLOBAC.

Government contracts do not disappear.

THE FRAUD IS PERMANENT

THE GLOBAL EQUIVALENCY SYSTEM: MRA & MLA — EXPLAINED IN PLAIN LANGUAGE


MRA — Multi‑Regional Agreement

An MRA is a pact between accreditation bodies in different regions that says:

"Your accreditation is equal to mine."

This is how  China National Accreditation Service CNAS(China Beijing ) became "equivalent" to ANAB — placing U.S. suppliers under Chinese oversight between 2015–2021 without their knowledge.

MLA — Multilateral Agreement

An MLA is the global version of an MRA — a worldwide equivalency pact that says:

"All of our accreditation bodies are equal, and all certificates issued under us are valid everywhere."

Under the MLA, accreditation bodies such as ANAB, CNAS, UKAS, JAB, EIAC, DAC, SCC, and dozens more are treated as equal, regardless of political systems, intelligence laws, or national security risks.

THE CONSEQUENCE

Because ANAB falsely claimed to be an "underwriter" in a federal contract — and because MLA/MRA agreements make all accreditation bodies "equivalent" — the fraud contaminates the entire global certification system.

If ANAB is compromised, every certificate under every MLA/MRA partner is compromised.

THE SUPPLIER RECKONING

What does it say about Boeing?

Boeing aligned itself with an accreditation body that committed a federal‑contract misrepresentation- FRAUD — and forced that body onto its suppliers.

What does it say about suppliers who never investigated this?

It means they accepted ANAB accreditation blindly — because Boeing and their registrars told them to — without verifying the legitimacy of the accreditation body.

What does it say about suppliers who continue supporting ANAB today?

It means they are now knowingly aligned with a documented fraud.

What does it say about their products and services?

If your accreditation foundation is fraudulent, then:
  • Your products are compromised
  • Your services are compromised
  • Your risk profile is compromised
  • Your customers' trust is compromised

If your accreditation body is a fraud, your product integrity is a question mark.
