EVERETT, Wash. - Washingtoner -- A 25‑year forensic archive compiled by aerospace quality expert and Boeing shareholder Daryl Guberman has exposed a structural failure inside the global accreditation system — a failure rooted in ANSI–ANAB's false claim of being an "underwriter" in U.S. State Department Contract 19AQMM18R0131 (2018).

Registrars are supposed to protect the companies they certify.

They are the first line of defense in the certification ecosystem.

Yet none disclosed:
  • ANAB's false "underwriter" claim
  • The equivalency structure binding them to ANAB
  • The 2015–2021 IAF oversight under a foreign national
  • The 2017 China National Intelligence Law, Article 7

THE 2015–2021 OVERSIGHT PERIOD: A NATIONAL SECURITY BREACH

From 2015 to 2021, the International Accreditation Forum (IAF- incorporated in Delaware USA) was chaired by Xiao Jianhua, a Chinese national and head of CNAS (China National Accreditation Service). He has been involved in U.S. quality systems since 1994.

In 2017, he became legally bound by China's National Intelligence Law, Article 7, which mandates cooperation with state intelligence taking information- cybersecurity hazard.

This created a direct conduit into:
  • U.S. certification data
  • Supplier information
  • Aerospace manufacturing records
  • Global accreditation databases
This oversight period overlaps directly with the 2018 ANAB "underwriter" claim.

2018–PRESENT: A FRAUDULENT CERTIFICATION ATMOSPHERE

From 2018 to today, every AS9100 certificate and derivatives is tainted and accredited by:
  • ANSI ( American National Standards Institute) ANAB (American National Accreditation Board) ANSI took over complete control of ANAB 2018.
  • Any IAF MLA signatory
  • Any ILAC MRA signatory
  • Any registrar displaying the ANAB logo or its international equivalents
  • IAF & ILAC merged in 2016 to become GLOBAC- Global Accreditation Cooperation
  • AS9100 international aerospace standard changed 2026 to IA9100
