ANAB's False 'Underwriter' Claim Taints Global AS9100 Certificates for 10 Major Aircraft Makers and Their Supply Chains

By Daryl Guberman — 40 Year Quality Expert, Systemic Risk Advisor, Forensic Archivist, and Boeing Shareholder

EVERETT, Wash. - Washingtoner -- A 25‑year forensic archive compiled by aerospace quality expert and Boeing shareholder Daryl Guberman has exposed a structural failure inside the global accreditation system — a failure rooted in ANSI–ANAB's false claim of being an "underwriter" in U.S. State Department Contract 19AQMM18R0131 (2018).

The contract states, verbatim:

"ANAB is an underwriter for the International Accreditation Forum (IAF)."

GUBERMAN-ANOMOLY-DISCOVERY: https://guberman-quality.com/wp-content/uploads/2026/03/GUBERMAN-Anomaly-%E2%80%93-Discovery.pdf

No such role exists in any IAF (International Accreditation Forum) or ILAC (International Laboratory Accreditation Cooperation) governance document. No accreditation body is granted underwriting authority. No mechanism exists to assume financial risk or liability for global equivalency agreements.

Yet this false claim was inserted into a federal contract — and later mirrored on a private‑sector website and in a technical magazine article, reinforcing the illusion that ANAB possessed underwriting power.

This is the core of The GUBERMAN Anomaly.

GLOBAL IMPACT — 10 MAJOR AIRCRAFT MANUFACTURERS AFFECTED (NOT A COMPLETE LIST
)

Because of the MLA (Multilateral Agreement) and MRA (Multi‑Regional Agreement) structures, every accreditation body tied to ANAB is considered equivalent.

This means the following companies — and their suppliers — have been operating under tainted AS9100 certificates from 2018 to the present:
  • Lockheed–Sikorsky
  • Airbus
  • Embraer
  • Bombardier
  • Leonardo
  • Dassault Aviation
  • Gulfstream Aerospace
  • Textron Aviation
  • Mitsubishi Aircraft
  • Boeing — suppliers only (Boeing itself has been uncertified for 24 years and built 12,000+ commercial and 400+ military aircraft in an uncertified AS9100 environment)
These 10 companies are not the full list.

"Lockheed‑Sikorsky & Supply Chain: AS9100 Certificates Tainted by ANAB's Contract 19AQMM18R0131" https://youtu.be/T4vc4KxrKiY

They represent only a portion of the global aerospace manufacturers affected by ANAB‑linked accreditation failures.

Every supplier in their chains — thousands worldwide — have been producing parts under a fraudulent certification atmosphere, raising serious questions about product integrity, traceability, and safety

Registrars are supposed to protect the companies they certify.

They are the first line of defense in the certification ecosystem.

Yet none disclosed:
  • ANAB's false "underwriter" claim
  • The equivalency structure binding them to ANAB
  • The 2015–2021 IAF oversight under a foreign national
  • The 2017 China National Intelligence Law, Article 7
  • The risk that all certificates under ANAB and its equivalents were compromised

This silence placed every certified company — and every aircraft — at risk.

THE 2015–2021 OVERSIGHT PERIOD: A NATIONAL SECURITY BREACH

From 2015 to 2021, the International Accreditation Forum (IAF- incorporated in Delaware USA) was chaired by Xiao Jianhua, a Chinese national and head of CNAS (China National Accreditation Service). He has been involved in U.S. quality systems since 1994.

In 2017, he became legally bound by China's National Intelligence Law, Article 7, which mandates cooperation with state intelligence taking information- cybersecurity hazard.

This created a direct conduit into:
  • U.S. certification data
  • Supplier information
  • Aerospace manufacturing records
  • Global accreditation databases
This oversight period overlaps directly with the 2018 ANAB "underwriter" claim.

2018–PRESENT: A FRAUDULENT CERTIFICATION ATMOSPHERE

From 2018 to today, every AS9100 certificate and derivatives is tainted and accredited by:
  • ANSI ( American National Standards Institute) ANAB (American National Accreditation Board) ANSI took over complete control of ANAB 2018.
  • Any IAF MLA signatory
  • Any ILAC MRA signatory
  • Any registrar displaying the ANAB logo or its international equivalents
  • IAF & ILAC merged in 2016 to become GLOBAC- Global Accreditation Cooperation
  • AS9100 international aerospace standard changed 2026 to IA9100
This affects:
  • Aircraft parts
  • Assemblies
  • Subassemblies
  • Flight‑critical components
  • Safety‑critical systems
  • Supplier reputations
  • Investor confidence
  • Insurer liability
  • Public safety
Massive inspections are now required!

No one can guarantee the integrity of products produced under a fraudulent accreditation structure.

THE UNDERWRITER CONTRADICTION — THREE SOURCES

The false "underwriter" claim appears in:

1. Federal Contract 19AQMM18R0131 (2018)

2. A private‑sector website

3. A technical magazine article (https://www.crown.co.za/latest-news/african-fusion-latest-news/7866-calibration-essential-for-accurate-safe-and-traceable-ndt  (Paragraph 4 & 5))

CONCLUSION

The GUBERMAN Anomaly-Discovery is not speculation.
It is a documented, forensic record proving that global accreditation integrity has been compromised for nearly a decade.

Every aircraft company listed — and every supplier beneath them — has been producing parts under a certification system tainted by:
  • A false federal‑contract claim
  • International equivalency structures
  • Foreign oversight
  • Registrar silence
  • Systemic governance contradictions
Be prepared:
  • Your registrar may not know what you're talking about.
  • They may attempt to dismiss the issue.
  • They may even disparage the name Daryl Guberman — because the GUBERMAN Anomaly exposes the foundation they rely on.
  • By being ANAB accredited or international equivalent you were unaware of the Federal contract fraud. This will undoubtedly cause harm to your business.
  • Call your attorney!
  • Than call Daryl Guberman 203 556 1493
But you have something your registrar does not:

The truth — backed by a federal contract that states, in plain language, that ANAB is an "underwriter" for the IAF.

The question remains:

How can any certificate, any oversight claim, or any aircraft built  be trusted from 2018 to present when the system behind them is built on a documented misrepresentation?

The GUBERMAN Anomaly-Discovery is not an allegation.

It is a forensic record — and it has changed the landscape permanently.

"Registrars & Accreditation Bodies may dismiss me. Corporations & Agencies may stay silent. But none of them can outrun the federal contract 19AQMM18R0131, the governance trail, or the evidence I've preserved.

This issue is not exclusive to Aerospace but all industries requiring AS9100,ISO 9001and derivatives in the USA and Global economy's.

I am DARYL GUBERMAN — 40‑year Quality Expert and Boeing Shareholder — and this is the truth the industry has avoided for 24 years."

This is the largest accreditation failure in modern aerospace history. Found by QA Expert & Boeing shareholder Daryl Guberman.
