~ Spokane City Council Approves New Rules for Community Input on Policy Proposals
At tonight's meeting, the Spokane City Council unanimously approved amended rules of procedure that will provide multiple new opportunities for community members to have their voices heard on policy proposals. The changes were proposed by Giacobbe Byrd, the City Council Office Director, and were met with enthusiasm from both council members and community members.
Starting in 2025, community members will be able to give verbal testimony at the council's regular standing committee meetings. These meetings will take place on Mondays at 12:00 p.m. and will be open to the public both in person and virtually. To sign up for testimony, individuals can refer to the committee agendas posted online for instructions.
Council President Wilkerson expressed excitement about the new weekly opportunities for community input, stating that "community stakeholder feedback is critical for creating good policy." She believes that these new rules will allow council members to hear from community members earlier and more frequently in the legislative process, ultimately leading to legislation that better meets the needs of the community.

In addition to verbal testimony, the newly revised rules also include a new opportunity for written public comment to be included in final legislative agenda packets. To be considered for inclusion, written testimony must meet specific criteria such as being delivered via email and limited to 250 words.
While council's legislative meetings will continue to take place on Monday evenings at 6:00 p.m., Council President Wilkerson has directed council staff to begin planning for a change in regular meeting days starting in 2026. This change is aimed at further increasing opportunities for community input and engagement.
The Spokane City Council is committed to ensuring that all voices are heard when it comes to important policy decisions. These new rules of procedure demonstrate their dedication to transparency and inclusivity in local government. Community members are encouraged to take advantage of these new opportunities and make their voices heard on issues that matter to them.
