Between 2015 and 2021, the IAF was led by Xiao Jianhua, a Chinese national with deep ties to the Chinese Communist Party and the China National Accreditation Services (CNAS) in Beijing.ANSI took over 100% control of ANAB in 2018.

• Leadership and Data Security Concerns: Xiao Jianhua, mandated by China's National Intelligence Law (Article 7), chaired the IAF while simultaneously serving as Chief Executive of CNAS. This dual role raises serious concerns about the transfer of sensitive data to Beijing.
