Tacoma: City Council Presented with Community Safety Action Strategy Built on Community Input

~ On November 18, 2025, the City Council of Tacoma was presented with a comprehensive Community Safety Action Strategy developed by the City's Center for Strategic Priorities. This strategy, once finalized and adopted, aims to improve safety and perceptions of safety for all community members in the long term.

The strategy goes beyond traditional policing and enforcement methods and instead focuses on identifying the various factors that contribute to how safe people feel. It outlines a plan for the City to address these factors through four key goals: safe PLACES, supporting PEOPLE, effective RESPONSE, and community REPAIR.

One of the main pillars of this strategy is its foundation in significant community input. Through visioning workshops, community meetings, interactive art projects, and interviews with individuals who have shared their lived experiences, a broad definition of safety was developed. This definition is organized around the four key goals mentioned above.

Under the goal of safe PLACES and Neighborhoods, the strategy includes near-term actions such as using transportation projects as an opportunity to improve safety and equitably distributing lighting. In the long term, the City plans to create strong and vibrant neighborhoods by incorporating development practices that prioritize safety and connection.

The second goal, PEOPLE Receive the Right Services at the Right Time, focuses on providing targeted support for individuals with specific needs. This includes helping people access behavioral health support, connecting them with shelter and services, and providing resources for youth to reduce violence.

The third goal is Effective RESPONSE with Respect and Care. This involves responding effectively to all community safety needs while also prioritizing respect and care. The strategy includes alternative responses to connect people with necessary services rather than solely relying on traditional law enforcement methods. It also emphasizes police transparency and accountability through measures such as body cameras and implementing other recommendations.

The final goal is Promote Healing and REPAIR. This goal aims to support individuals, families, and neighborhoods in overcoming trauma and rebuilding relationships. Key actions include enhancing police community engagement through positive, non-enforcement events, creating spaces for dialogue between the community and police, and supporting the mental and physical health of City personnel who assist during emergencies.

The City encourages community members to engage in the process by providing details on the Community Safety Action Strategy and ways to get involved. This includes participating in workshops, attending meetings, and providing feedback.

Overall, the Community Safety Action Strategy developed by the City of Tacoma's Center for Strategic Priorities is a comprehensive and collaborative approach to improving safety for all community members. By addressing various factors that contribute to safety and involving community input, the City hopes to create a safer and more inclusive environment for everyone.
