Spokane: Mayor Brown looks to expand access to cooling resources

~ Spokane, WA - As temperatures continue to rise in the Spokane region, Mayor Lisa Brown has taken action to expand access to cooling and other in-home weatherization resources for low-income and vulnerable community members. The proposal, sponsored by Council President Breean Beggs and Council Member Michael Cathcart, would utilize a portion of the City's HEART funds to provide these essential resources.

According to a study published in 2025, 84 percent of survey respondents in Spokane have in-home air conditioning. However, 23 percent reported limitations on its use due to high utility costs. This has become a significant barrier for many residents during extreme heat waves.

"Extreme heat can be life-threatening, but it is something we can prepare for together," said Mayor Lisa Brown. "By leveraging our HEART funds, we can ensure that the most vulnerable in our community have access to cooling resources to stay safe when temperatures climb."

In addition to this proposal, the City is also partnering with Avista Utilities and SNAP (Spokane Neighborhood Action Partners) to launch a public awareness campaign about the dangers of extreme heat. This campaign will use a combination of digital outreach and community events to educate residents about heat safety and connect them with available resources.

Avista Vice President of Community Affairs and Chief Customer Officer Latisha Hill expressed their commitment to helping residents feel prepared and supported during extreme heat. "Each of us brings something different to this work, and together we can better connect people with the support they need to stay healthy and safe," said Hill.

SNAP Philanthropy Manager Nicole Bishop also emphasized the importance of providing support for those facing difficult choices during extreme heat. "At SNAP, we believe everyone deserves a safe place to call home," said Bishop. "That's why we're proud to partner with the City of Spokane, Avista, and community organizations to help ensure our neighbors know where to turn when they need support."

The City's proposal and the public awareness campaign are crucial steps in addressing the dangers of extreme heat and providing necessary resources for vulnerable community members. With the support of Avista, SNAP, and other community partners, the City of Spokane is taking proactive measures to keep its residents safe during heat waves.
