~ Spokane Police responded to an armed robbery at a local marijuana retail store on November 2nd, 2025. According to an employee at the store, an unknown male wearing a Halloween mask entered the store armed with a shotgun and stole cash from the register. The incident took place at around 10am in the 1500 block of South Lewis Street.
After obtaining video evidence of the robbery and a possible suspect vehicle, officers were able to identify the vehicle involved through further investigation. With the help of witness interviews and assistance from law enforcement partners with the Spokane and Kalispel Tribes, investigators were able to identify a possible suspect as 45-year-old Justin McDowell.
On November 7th at approximately 11:30am, while investigators were attempting to locate McDowell, another armed robbery occurred at a gaming store in the 400 block of East Holland Avenue. Video evidence obtained after this robbery showed that a similar Halloween mask, weapon, and clothing were used in this crime. Cash from the register was also targeted.

Later that evening, Spokane Police patrol officers and detectives from the Special Investigations Unit (SIU) and Major Crimes Unit (MCU) located McDowell in the 2900 block of East Broad. He was taken into custody and evidence of the crimes was seized at the location.
McDowell has been charged with two counts of 1st Degree Robbery and is currently being held on a $50,000 bond at Spokane County Jail. The suspect's photo has been released by authorities for identification purposes.
The Spokane Police Department urges anyone with additional information about these robberies or any other related incidents to come forward and contact them immediately. They also commend their officers for their swift response and collaboration with other law enforcement agencies in solving these crimes.
