The department's Major Crimes Unit took over the investigation. Police said probable cause was developed to charge 41-year-old Richard W. Brown with second-degree murder. He was booked into the Spokane County Jail.

Southbound Hamilton Street was closed between E. Indiana Avenue and E. Mission Avenue while officers interviewed witnesses and processed the scene, police said.

The Medical Examiner's Office will release the deceased man's identity and cause of death later.
