~ Spokane, WA - The City of Spokane has announced a new partnership with Empire Health Foundation, Compassionate Addiction Treatment (CAT), and Family Promise of Spokane to open additional scattered site facilities for people experiencing homelessness. This initiative is part of the city's ongoing efforts to address the diverse needs of its unhoused community.
According to Erin Hut, Communications Director for the city, the new navigation center and scattered-site model will provide tailored services for individuals with varying needs. The CAT-operated site will specifically cater to those in recovery on a referral-only basis, while Family Promise will offer shelter and services for homeless families, including those with infants and young children.
Mayor Lisa Brown emphasized the importance of recognizing that homelessness is not a one-size-fits-all issue. "We know that not everyone has the same needs and that their circumstances are unique," she stated. "These new scattered site facilities mark another big step forward toward our goal of properly addressing the needs of our unhoused community by providing specialized services and targeted outreach."

Empire Health Foundation President Zeke Smith expressed gratitude for the essential work being done by their partners to build a stronger community. "These new scattered site facilities offer important services that will help our unhoused neighbors on their path to stability and permanent housing," he said.
Hallie Burchinal, Executive Director of Compassionate Addiction Treatment, also shared her excitement about providing additional support for community members in meeting their personal recovery goals. "Providing this opportunity to stay in a stable, supportive environment will allow people to move their primary focus from daily survival, empowering them to work on long-term goals as they prepare to transition into housing options as they become available," she explained.
Family Promise of Spokane has been successfully operating within a scattered site model for five years, according to Chief Executive Officer Joe Ader. In 2024 alone, they were able to rehouse 805 people from 235 families. With the additional funding from this partnership, Ader believes they can expand their efforts to end the cycle of homelessness by providing unique, customized care to even more families across Spokane County.
